Manipulatives by themselves have no inherent meaning. I’m putting the focus on math, because that seems to be a subject that teachers struggle with when it comes time to differentiate. Singapore Math focuses on based on the understanding that without a strong foundational base, students won’t be able to have anything to draw on when it comes to increasingly complicated math learning. Teachers can use the tracking tools that allow students to submit work and answers that they have worked on, and the teacher can view the class summaries as well as an individual students answers.
