I do not know whose comments are causing you to despair, but I have found some of the comments in this thread to be very thoughtful. Thus there is good reason to question their validity as policy instruments that will have a positive impact on teacher education quality. Conceptually, the learner might have missed a connection to prior learning on fractions, or the link was not made and reinforced in instruction.

This course was last taught in summer 2005. Though this is not a good expository teaching method, it can happen.
