I do not know whose comments are causing you to despair, but I have found some of the comments in this thread to be very thoughtful. Thus there is good reason to question their validity as policy instruments that will have a positive impact on teacher education quality. Conceptually, the learner might have missed a connection to prior learning on fractions, or the link was not made and reinforced in instruction.

This course was last taught in summer 2005. Though this is not a good expository teaching method, it can happen. Successful completion of applied problems requires that the student understand specialized math vocabulary, identify the relevant math operations needed to solve the problem while ignoring any unnecessary information also appearing in that written problem, translate the word problem from text format into a numeric equation containing digits and math symbols, and then successfully solve.
