The legislated basic wage – which offered a decent living to a man and his dependents in 1908 – signalled a social contract that was clearly aimed at a fair go. Even in the context of revenue neutrality, the government in Budget 2010, with the exception of carbon taxes, did not proceed towards widening the tax base by introducing progressive tax reform options (such as property tax or standard rating pension tax reliefs). Of course most nations simply do not have the necessary resources to offer their citizens adequate health services.

Among other activities, Barrett initiated child placement activities from Locust Street. General Relief provides aid and care for indigent poor with no other means of support and who are NOT eligible for other federal, state or local programs. Waivers must be approved by the Department of Health and Human Services. This resulted in the passage of the Poor Relief Law in 1886 - replacing the 1682 Poor Law - which enabled the governor to make rules concerning the 'management' of the poor, the distribution of relief, and the building and supervision of poorhouses.
